Principal Professional Engineer
- Public Works Surface Water and Sewer Division
The Principal Professional Engineer performs professional engineering work in managing, directing and supervising technical and engineering activities in a division of the Public Works Department ensuring compliance with Federal, State and Local regulations.
The current vacancy is with the Public Works Surface Water & Sewer Division performing construction, maintenance and repair of the sanitary sewer and stormwater drainage systems.
Examples of Duties
Typical duties and responsibilities of the position include, but are not limited to, the following:
• Assign project engineers and other department management staff to various projects from inception to completion, assisting them in clearly identifying problems and the scope of solution with the cost implications, including coordinating the role of the project engineer based on project management • Manages, directs and supervises professional Engineers, project managers, engineers-in-training, technicians and other staff engaged in the delivery of capital improvement and non-capital improvement projects • Negotiate, draft, manage and administer contracts and agreements with consultants, contractors and external organizations to achieve goals and protect the City's interest in various projects • Makes policy and funding recommendations to the Director of Surface Water & Sewer Division, City Engineer and City Council Committees • Maintain working knowledge of new and existing types of construction methods, equipment, materials, labor techniques and specialty contractors • Oversee project safety to protect the public, staff and the City from litigation; oversee project engineering to ensure compliance to guidelines in writing specifications, bidding and construction management; the preparation and management of budgets and scheduling of crews • Develops professional relationships with other government agencies, private sector and others involved in developing infrastructures • Communicates with the City Council, residents, other City departments, other Public Works Divisions and other government agencies to facilitate all phases of projects • Identifies issues and communicates concerns to all interested parties and project stakeholders so that appropriate action can be taken • Represent the City in a technical capacity in meetings and on various committees • Has the ability and experience to deal with a diverse community and a political environment • Manages a diverse workforce and promotes a healthy work environment based upon respect and professional development for all employees • Performs other related duties as required.
Additional job duties and responsibilities for this position include, but are not limited to:
Assist/lead technical initiatives by working with: Metropolitan Council Environmental Services (MCES), Minnesota Department of Transportation (MnDOT), US Environmental Protection Agency (EPA), various watershed districts and organizations Leads efforts to evaluate and recommend new storm and sanitary technology developments w Assists the division with planning/programming for the Capital Improvement Program w Integrate customer requirements into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations, including various other divisions/groups within Public Works w Takes lead role in public relations effort regarding some activities occurring in the Public Works Department w Assists in the public procurement process, i.e., bidding requirements, pre-award, approval and contract execution process w Works closely with the City Attorney’s Office during various phases of projects assigned w Assists in the preparation of professional service contracts and amendments to contracts.
Working Conditions

The Water Treatment and Distribution Services (WT&DS) Division of the Minneapolis Public Works Department is responsible for the operation, maintenance, design, rehabilitation and capital construction for the City’s potable surface water treatment and distribution system. The Water Engineering Resource Pool is part of the WT&DS Division and provides professional engineering services in the following areas; Water utility system planning, water treatment process evaluation, treatment process design, plant engineering, process engineering, regulatory compliance, water quality, asset management, reliability engineering, water chemistry water resources, hydraulic design and pump and piping system design and chemical feed system design. Leads the agency’s environmental assessment functions; provides environmental information, advice and recommendations in support of agency plans and decisions. Acts as technical lead in complex data analysis and water quality modeling projects. Maintains a comprehensive assessment of regional environmental conditions.
Examples of Duties
- Maintain comprehensive overview of regional environmental conditions from MCES and other sources. Assess and analyze agency environmental monitoring data and other sources of information.
- Report information verbally and in writing, including regular monthly water quality summaries; semi-annual and annual water quality summaries; periodic special reports; and immediate analyses of specific issues and questions as needed. Provide other information and special analyses as requested.
- Lead cross-functional, inter-disciplinary team to provide watershed/river modeling expertise to support/frame the agency's environmental decisions and modeling assistance to local governments.
- Provide watershed/river expertise to the agency, advising the agency of techniques for water resources management and applying those techniques. Determine total maximum daily load for streams or rivers for use by the agency in setting capital improvement programs for wastewater treatment plants or management practices for watersheds, developing environmental management policies, or to assist local governments in meeting state requirements for impaired waters. Represent the agency as a technical expert on state task forces or inter-agency teams.
- Make recommendations for improving modeling tools and techniques and analytical techniques; coordinate with representatives from EQA and MCES business units on data sharing, standards, and technology; coordinate with external agencies and organizations involved in water assessment and modeling. Provide technical guidance to staff on GIS, modeling and spatial analysis.
- Assess current and ongoing monitoring, data collection, management and reporting systems and procedures for adequacy in supporting the agency's mission; make recommendations to improve systems and processes; serve as a technical expert on agency and inter-agency teams.
- Provide guidance to staff on developing and documenting standard operating procedures for the collection and review of data; provide field support for monitoring activities on a non-routine basis (e.g. field audits, special problems, staff training etc.).
- Reports information to the MCES Executive Team, the Council and its committees, and other organizations as requested.
